The morning’s Policy Committee meeting was a slog through the details of how CMS assigns students. With a consultant on how to revise student assignment identified but not yet under contract, much of the discussion was about what must wait for discussion with the consultant.

But Supt. Ann Clark, partiicipating by phone, used the session to suggest to board members that enough progress was being made that they should proceed with changes to take effect in August 2017, rather than wait a year. The Observer’s Ann Helms led with that news Thursday afternoon.

Clark also pitched to the board and the public two things about money and plans for assignment changes: Making the most of the board’s new guiding principles will require that bonds be on the ballot in November. But if, as now appears likely, Mecklenburg commissioners delay the bond vote, Clark says staff will be proposing over the next months ways to add seats for new programs and parent choice, even without new bonds.

Below is a short video of excerpts from the meeting. When CMS posts the video of the entire meeting, that video will be inserted below the excerpts.

Below that are pictures of the documents from which the Policy Committee was working. The first eight pages are from the May 12 draft of Policy JCA. In the right margins are staff comments gathered in preparation for the meeting.

Following that are the five pages of the Goals and Guiding Principles already approved by the board.
